For San Franciscans who want truly green, local power, the city’s recent report on Community Choice Aggregation is two steps forward and one dangerous step back. This is encouraging to many advocates who rightly felt that Shell, an environmental and human rights abuser, was never an appropriate partner for San Francisco.
