Description

The City of Redding Field Services Division of the Electric Utility is establishing an eligibility list to fill a current full-time Electrician (certified, journey-level meterman, resulting from completion of a metering apprenticeship training program) vacancy, as well as subsequent vacancies that occur during the life of the list.  

The desire is to fill a full time vacancy within the Meter Shop for the City of Redding Electric Utility. Under general supervision, the successful incumbent will be engaged in safely and efficiently performing  all classes  of electrical work involved  with the installation, testing, and  calibrating  of single phase and poly-phase watt hour meters and related equipment.  The position is responsible for processing meter shipments, recording information, tracking inventory and updating customer records. In addition the successful incumbent will assist with customer metering and power quality complaints, vandalism, power diversion and related metering issues.  Note: EXAMPLES OF DUTIES that relate to electric substations and power generation facilities are not relevant for this recruitment.

IDEAL CANDIDATE

The  ideal  candidate  has  extensive  experience  deploying  and  troubleshooting  commercial  and residential AMR and AMI meters.  A skilled Meter Shop Electrician with the ability to wire primary and secondary instrument transformer-rated meter installations is highly desirable.

We are looking for someone to

Service, maintain, repair, test, operate, install, and calibrate all equipment and facilities encompassed by that of an electric utility, such as electric substations and power generation facilities and their respective control, metering, protective relaying, instrumentation, transformers, circuit breakers, supervisory, telemetering, monitoring, and communications systems and all associated apparatus; install, test, and maintain instrument transformers and revenue metering; operate, program, and maintain software and computer equipment related to maintaining inventory, metering, voltage recording, and AMI applications.perform recording voltage surveys at customers' service panels; test, calibrate, install, service, repair and maintain devices and equipment; communicate and work with customers, contractors, other City employees and associated government agencies; and perform other related duties as required.

Qualifications we're looking for

Knowledge of:  Accident prevention rules and regulations; the National Electric Code requirements; local codes and regulations; EUSERC standards; Title 8 (OSHA); utility operating, maintenance, and testing procedures; appropriate electrical theory; and electrical test equipment and standards of measurement, computer applications for utility testing and maintenance.

Ability to:  Interact effectively with the public and employees; communicate effectively orally and in writing; demonstrate qualified electrical and electronics background including appropriate use of electrical test instruments, computers, and other measurement devices; read electrical blue prints, schematics, and equipment manuals; operate small hand tools; operate vehicles, forklifts, bucket trucks and other related equipment; and perform work with skill, efficiency, and safety.

Education & Experience: Any combination of training or experience that provides the knowledge, skills, and abilities necessary for satisfactory job performance.  Typical education would include a high school diploma, or equivalent, with additional course work in electricity, electronics, and electrician apprenticeship training.  Typical experience would include five years of relevant journey-level experience.  In addition to metering experience, a background in the installation, operation and repair of substation monitoring and control equipment is highly desirable.

Special Requirements: Possession of a valid California Driver's license or the ability to acquire one within ten days of appointment.

Holidays:
An average of thirteen and a half per year.  Fire Association covered employees receive a  payment in lieu of holidays.  Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.

Vacation:
Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.

Sick Leave:
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.

Health Insurance:
Excellent medical, dental, vision, and life for employee and dependent, and long-term disability for employees. 

Retirement:
Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System. 

Administrative Leave:
Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.

Deferred Compensation Plans:
Available for interested employees.

Union Dues: Some job classifications are represented by collective bargaining units, the employees of which may choose to join and pay union dues.

Part-Time Retirement Benefit Program: 
Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.

SDI:
All Redding Independent Employees Organization, IBEW - Maintenance and IBEW - Electric represented employees participate at their own expense. The 2022 rate is 1.10 percent of wages with a limit on taxable wages of $145,600.
